Down Payment Assistance in Georgia: Programs That Can Put You in a Home Sooner
One of the biggest myths in home buying is that you need 20% down. In Georgia, several programs exist specifically to help first-time buyers close that gap, and together they can contribute thousands of dollars toward your purchase. This guide covers the programs available today, who qualifies, the current income limits, and the steps to apply.
How down payment assistance works
Most programs take one of two shapes. A deferred second loan carries 0% interest and no monthly payment, and it is repaid when you sell, refinance, or pay off the first mortgage. Forgivable assistance is also structured as a second loan, but it is wiped away after you own the home for a set number of years. A grant is money you never repay at all. Understanding which shape a program uses matters, because it changes what you owe when you eventually sell.
Across the board, programs share the same recipe: a 30-year fixed-rate first mortgage through a participating lender, a household income within program limits, homebuyer education, and a home you will live in as your primary residence. Many programs define a first-time buyer as anyone who has not owned a home in the past three years, so a stretch away from ownership can still land you in the qualified column.
Georgia Dream Homeownership Program (statewide)
Run by the Georgia Department of Community Affairs (DCA), Georgia Dream is the state's flagship program. Standard assistance is up to $10,000 or 5% of the purchase price, whichever is less, as a 0% interest, deferred second mortgage with no monthly payment. It is repaid only when you sell the home, refinance the first mortgage, or pay it off.
The PEN option (Protectors, Educators, Nurses) raises assistance to up to $12,500 or 6% of the price for teachers, healthcare workers, first responders, and military buyers. The CHOICE option offers a similar top amount, up to $12,500 or 6%, for households where a member has a qualifying disability.
In July 2025, DCA added the Peach Advantage Loan Program, which layers additional assistance of 2% to 5% of the loan amount on top of a standard Georgia Dream loan, with interest rates structured by the level of assistance chosen. It is open to anyone who qualifies for a traditional Georgia Dream loan, making it one of the newer ways to stretch your buying power.
Income limits vary by county and household size. In the top Atlanta-area tier, households can earn up to about $137,555 for one to two people and $158,188 for three or more, with sales prices permitted up to about $625,000. Buyers generally need a credit score of at least 640 (some loan types require 660), a minimum $1,000 contribution from their own or gifted funds, and liquid assets after closing of no more than the greater of $20,000 or 20% of the sales price. Exact figures come from DCA's current limits table, so confirm the numbers for the county and loan type you plan to use.
Invest Atlanta (buying inside the City of Atlanta)
For purchases within city limits, Invest Atlanta offers up to $20,000 in assistance toward the down payment, closing costs, a permanent interest-rate reduction, or any combination of the three, paired with a 30-year fixed-rate first mortgage through a participating lender.
Income limits sit at 120% of area median income: $99,000 for a one-person household, $113,160 for two, and $141,360 for four, with higher limits for larger households. Buyers contribute at least $1,500 of their own funds, pay a modest program fee at closing, and typically need a credit score of 620 or higher. The home must be your owner-occupied primary residence inside Atlanta city limits.
The assistance is a 0% interest second mortgage that is forgiven as you stay: fully forgiven after five years for awards up to $14,999, and after ten years for awards of $15,000 to $20,000. Sell, refinance out, or move before the forgiveness period ends and the balance becomes due. Buyers must attend an Invest Atlanta session and complete an 8-hour HUD-approved homebuyer education class.
Atlanta Housing Down Payment Assistance
Atlanta Housing offers up to $20,000 for eligible first-time buyers who have not owned a home in the past three years, with the home priced at $375,000 or less and located in the City of Atlanta. Household income must be at or below 80% of area median income, liquid assets cannot exceed $35,000, and buyers contribute at least $1,500 of their own funds. Applicants must have lived in Georgia for at least six months and complete homebuyer education.
A higher tier of up to $25,000 is available to public safety, healthcare, and education workers, as well as active military personnel, veterans, and Housing Choice Voucher participants.
In May 2026, Atlanta Housing and Pretium launched a separate pilot offering up to $60,000 in down payment assistance to eligible Housing Choice Voucher households buying single-family homes priced at or below $375,000. It is a good example of how quickly the assistance landscape changes, which is why the numbers above should always be checked against the current program pages before you build a plan around them.
Housing for Heroes (Atlanta firefighters and EMTs)
Through the Atlanta Fire Rescue Foundation in partnership with Atlanta Housing, sworn Atlanta firefighters and EMTs can apply for a one-time grant of up to $30,000 toward a down payment or closing costs. It is reserved for first-time buyers purchasing a primary residence in the City of Atlanta, and the funds are sent directly to the closing attorney. Applications open in annual cycles, so check the foundation's website for the current round.
Pair assistance with the right first mortgage
Down payment assistance works on top of your first mortgage, and the right first loan can shrink the cash you need even further. FHA loans allow down payments as low as 3.5% of the price, VA and USDA loans can require nothing down for eligible buyers, and Georgia Dream pairs with FHA, VA, USDA, and conventional loans. Sometimes the fastest path is a first mortgage that needs less cash up front plus a program that covers what is left.
How to qualify and apply
Every program here is open to all qualified buyers, and all of our work follows fair housing law. The application path is consistent: start with eligibility, complete the required homebuyer education, then work with a participating lender, because state and city programs are accessed through approved lenders rather than applied for directly.
The practical sequence: confirm the current income limits and price caps for your county or zip code, pull your credit and address any issues, finish the education requirement early, get pre-approved with a lender who knows the program you want, and apply for the assistance alongside your mortgage. A good agent keeps program deadlines and the closing timeline in sync, and we do this with first-time buyers in Metro Atlanta every week.
You do not need 20% down. You need a plan, a pre-approval, and the right program for your situation.
